Background of the study
Digital literacy has become an essential skill in the 21st century, transforming how individuals interact, learn, and contribute to community development. In Lagos State, the rapid integration of technology into daily life has underscored the need for comprehensive digital literacy programs. These programs aim to empower community members by enhancing their ability to access, evaluate, and utilize digital resources effectively. The increasing reliance on digital platforms for communication, business, education, and civic engagement has made digital literacy a critical determinant of socioeconomic progress. By equipping individuals with the necessary technological skills, digital literacy initiatives contribute to narrowing the digital divide, fostering innovation, and promoting inclusive growth (Olatunji, 2023). Community empowerment in Lagos is closely linked to digital literacy as it facilitates improved access to information, enhanced employment opportunities, and active participation in civic affairs. However, challenges such as unequal access to technology, inadequate training facilities, and resistance to change remain prevalent. This study seeks to assess the effectiveness of digital literacy programs in empowering communities in Lagos State, examining how these initiatives impact social, economic, and political participation. The research will explore both the transformative potential of digital education and the barriers that limit its effectiveness, providing insights for policymakers and educators on improving program design and implementation (Balogun, 2024).
Statement of the problem
Although digital literacy programs have been widely implemented in Lagos State, there is a growing concern regarding their overall effectiveness in achieving community empowerment. Many initiatives lack the necessary resources and strategic frameworks to fully equip community members with essential digital skills. The disparity in access to digital tools and training opportunities further exacerbates existing socioeconomic inequalities. Additionally, resistance to adopting new technologies, coupled with insufficient support from local institutions, hinders the widespread benefits of these programs. As a result, the intended outcomes of enhanced economic opportunities, improved civic participation, and overall social development are not fully realized. This study aims to critically examine these challenges, identifying key factors that impede the success of digital literacy initiatives in Lagos State and proposing actionable recommendations for improvement (Ogunleye, 2023).
